In the spring of 2011, a violent encounter on a Baltimore street set in motion a chain of events that would ultimately lead to a man's death more than five years later. On the night of April 17, 2011, 57-year-old Bernell A. Perkins, a Black male, was shot in the head in the 3200 block of Vickers Road. The initial attack left him with devastating injuries that he would battle for years to come.
