James Williams Jr., a 41-year-old Oakland police officer, tragically lost his life on January 10, 1999. The incident occurred while Officer Williams and his colleagues were conducting a search on Interstate 580 for a discarded shotgun. During this operation, a sniper, later identified as Chad Rhodes, fired multiple shots from an overpass, fatally wounding Officer Williams and injuring another officer.
