Detective Charles D. "Doug" Jacobs, III, a dedicated officer with the Riverside Police Department, tragically lost his life on January 13, 2001. At the age of 30, Detective Jacobs was responding to a noise complaint at a residence on Lemon Street in Riverside, California. The incident occurred on a Saturday afternoon when Detective Jacobs and another officer were interviewing two individuals, a mother and her son, on an outside staircase. During this interaction, a second son, Steve Woodruff, emerged from the residence and opened fire on the officers with a 9 mm handgun. Detective Jacobs was struck in the head by one of the two rounds fired and was immediately transported to Riverside Community Hospital, where he succumbed to his injuries shortly after the shooting.
The suspect, Steve Woodruff, re-entered the residence after the shooting and attempted to load a rifle, which jammed. He then surrendered to the authorities moments later. Woodruff was arrested and subsequently convicted of several charges, including the murder of Detective Jacobs. The jury recommended a sentence of death, and the penalty phase of the trial was retried in 2021. In October of that year, Woodruff was sentenced to death.
The tragic death of Detective Jacobs was a result of an ambush during what seemed to be a routine call about a noise complaint. The incident highlighted the inherent dangers faced by law enforcement officers in their daily duties. Riverside Police Chief Russ Leach described the shooting as a "horrible tragedy" and emphasized the dedication and character of Detective Jacobs, who had been with the department for five years. Jacobs was survived by his wife, a six-month-old daughter, and a ten-year-old stepson.
The investigation into the shooting revealed that the noise complaint was part of an ongoing dispute between two residents about the volume of a radio. Neighbors had made repeated calls to the police to complain about drug use at the home and several others on the street. The shooting underscored the unpredictable and perilous nature of police work, as Detective Jacobs lost his life while responding to what initially appeared to be a minor disturbance.
