Joe Delgado, a 66-year-old resident of Oceanside, California, was tragically killed on November 4, 2003. Delgado, a former Marine and long-time resident of the Missouri Avenue neighborhood, was known for his vigilance in keeping an eye on suspicious activities in his community.
