Victor Brian Silva, a 20-year-old Latino, was fatally shot on December 1, 2011, near East Anaheim Street and North Banning Boulevard in Wilmington, Los Angeles. According to the Los Angeles Police Department (LAPD) Harbor officials, authorities responded to a radio call around 9:25 p.m. and found Silva at the scene.
