Joseph Loya, a 35-year-old resident of San Fernando, California, was tragically killed on July 5, 2017. The incident occurred around 1:40 a.m. on Fox Street, near his home. According to reports, Loya was standing in the road when two cars pulled in diagonally, blocking his escape.
