In the late spring of 2016, a burst of gunfire shattered the evening calm at an apartment complex in Harvey, Louisiana, a suburb of New Orleans. When the echoes faded, a 29-year-old man named Chad Miller lay grievously wounded in front of his own home, having been struck by multiple bullets. Emergency services rushed him to a nearby hospital, but his injuries proved too severe, and he succumbed to them, leaving behind a community in shock and a family to grapple with the sudden, violent loss.
A native of New Orleans, Miller was a father who was known to his loved ones by the nickname 'Mr. Yeah.'
The investigation into Miller's death quickly gained momentum as law enforcement began to piece together the events of that tragic evening. At the scene of the shooting, investigators recovered shell casings from two different caliber firearms, an AK-47 and a. 380, suggesting the use of at least two weapons in the commission of the crime. The Jefferson Parish Sheriff's Office spearheaded the inquiry, diligently following leads to identify those responsible for the fatal shooting. Their efforts soon zeroed in on three individuals, and the investigation transitioned from a search for unknown assailants to a manhunt for named suspects.
Within days of the shooting, two of the suspects, 28-year-old Charlie George and 17-year-old David Foster, turned themselves in to the authorities. The third suspect, 20-year-old Jeremy Ratliff, remained at large for a few more months. His time as a fugitive came to an end in August of the same year when he was apprehended in the nearby community of Gretna by the U.S. Marshals' Gulf Coast Regional Task Force. With all three suspects in custody, the legal process began.
