Frank Douglas, a 26-year-old resident of Willowbrook, CA, was tragically shot and killed on the morning of February 15, 2018. The incident occurred around 6 a.m. in the 300 block of East 139th Street in Willowbrook. Douglas had spent the previous evening celebrating Valentine's Day with his girlfriend, Katrina Arnold, and his 4-year-old daughter.
