Billy Ray Louis Jr., a 40-year-old man from Los Angeles, California, was tragically shot on May 30, 2019. The incident occurred around 10 a.m. in the Jordan Downs Housing Development located in the 2100 block of East 101st Street in Watts. According to the Los Angeles County Medical Examiner-Coroner’s records, Louis was standing in the area when an unidentified person approached him, shot him, and then fled through the housing development.
