Responding officers discovered Phillips with multiple gunshot wounds. He was transported to a hospital, where he later passed away. The crime scene was located behind a series of businesses, including a motorcycle repair shop where Phillips was known to frequent. He was remembered by nearby employees as a friendly and watchful figure who often looked out for the local workers.
Investigators recovered surveillance footage showing Phillips entering his shop with another individual just before the shooting. Authorities described the suspect as a large man wearing long shorts and possibly a tank top. Despite efforts, including a reward offer of $5,000, no suspects were immediately apprehended.
