Charles E. McDougald, a 36-year-old police officer from Buffalo, New York, tragically lost his life in the line of duty on April 9, 1997. Officer McDougald, who had served with the Buffalo Police Department for eight years, was responding to a report of a suspicious individual possibly involved in stripping a car.
