Devon M. Powell, a 23-year-old resident of Mariners Harbor, Staten Island, was found dead on July 6, 2014. Responding to a 911 call, police discovered Powell unconscious and unresponsive near 86 Arlington Place at approximately 5:12 a.m. He had suffered severe trauma to his head, and emergency medical technicians pronounced him dead at the scene.
