On a November evening in 2019, the life of a 20-year-old aspiring rapper from New York was cut short by an act of violence. Luis Dela Cruz, a Hispanic male, was with his twin brother and a group of friends in the Inwood neighborhood of Manhattan on November 14th when the fatal encounter occurred. Around 9 p.m., near Thayer Street and Sherman Avenue, an assailant approached the group from behind and opened fire. Dela Cruz was struck in the legs by the gunfire.
