Estelle Elizabeth Webb, an 88-year-old African American woman, passed away on May 4, 2016, in New Orleans, Louisiana. She was originally from Tunica, Louisiana, but had been a longtime resident of New Orleans. Her body was discovered floating in the Bonnet Carré Spillway in St. Charles Parish on May 4, 2016, by railroad workers.
