In the early hours of a Thursday morning in Brooklyn, a burst of gunfire shattered the pre-dawn quiet at the Gowanus Houses. When the echo of the shot faded, 19-year-old Ramone Ortiz was left with a fatal gunshot wound to his chest. It was just before 4 a.m. on October 12, 2017, when police responded to a call of a shooting and discovered the young man behind a building on Bond Street.
