On a cold January morning in Rochester, New York, the life of 38-year-old Elisha Phelps, a Black male, was tragically cut short. On January 4, 2018, police responded to reports of gunfire on Murray Street around 11:30 a.m. and found Phelps lying on the ground with multiple gunshot wounds to his upper body. He was pronounced dead at the scene, marking the city's first homicide of the new year.
In the early stages of the investigation, authorities made an arrest in connection with the case.
