Elisha Phelps, a 38-year-old resident of Rochester, NY, was tragically shot and killed on January 4, 2018. The incident occurred outside a home on Murray Street, where police responded to reports of multiple gunshots around 11:30 a.m. Upon arrival, officers found Phelps lying on the ground with gunshot wounds to his upper body. He was pronounced dead at the scene. This marked the first homicide in Rochester for the year 2018.
