Quinell Stepney, a 23-year-old Black man from Syracuse, New York, was shot on the night of August 22, 2021, on the city’s North Side. Police were called to the 500 block of Turtle Street at about 8:45–8:47 p.m., and they found him with a gunshot wound to the head. He was rushed to Upstate University Hospital, but he did not survive.
