In the winter of 2016, a chilling discovery was made on the side of a New Orleans highway. Albert Perreand, a 56-year-old man, was found fatally shot on December 22nd in the New Orleans East area. His body was located on the shoulder of Chef Menteur Highway, a detail that painted a grim picture of his final moments.

The Orleans Parish Coroner's Office later publicly identified Perreand as one of the victims of recent gun violence that had plagued the 7th Ward and New Orleans East. The con ...
