Antonio Martinez Kelsey, a 22-year-old police officer with the Prince George's County Police Department, tragically lost his life on February 2, 1980, in Landover, Maryland. Officer Kelsey was working an off-duty assignment at a liquor store when he observed a man showing another individual a bag of narcotics.
