In the early hours of a late June morning in 2004, the life of 20-year-old Kenneth Shepard Ragland of Landover was tragically cut short. Ragland, a male, was driving with four friends after spending time at the Mad Chef Cafe on Central Avenue in Capitol Heights. As they made their way home, a vehicle suddenly pulled up alongside theirs, and its occupants opened fire, unleashing a barrage of bullets.
Struck in the chaos, Ragland was rushed to a nearby hospital where he succumbed to his
injuries early the next day. Prince George's County police were called to the scene of the shooting on the 1600 block of FedEx Way at 3 a.m., where they discovered Ragland in his car with a gunshot wound to the head.
