Trooper First Class Edward Plank, a 28-year-old Maryland State Police officer, tragically lost his life on October 17, 1995, during a traffic stop on Route 13 near Perry Road in Westover, Maryland. The incident occurred at approximately 1:09 a.m. when Trooper Plank stopped a vehicle for speeding. Unbeknownst to him, the driver and passenger were returning from purchasing narcotics.
