James L. Norris, a 25-year-old man from Wilmington, Delaware, died on February 3, 2014, in Salisbury, Maryland, during a confrontation with law enforcement officers. Norris was a fugitive wanted on handgun charges in Delaware, and his death occurred during a traffic stop conducted by the Maryland State Police and the Salisbury Police Department.
