Devin "Lil Dev" Rankinli, a 27-year-old man from Northeast Baltimore, was tragically shot to death on November 20, 2014. His body was discovered in a car on the 4600 block of Mannasota Avenue in the Frankford neighborhood of Baltimore. Rankinli had sustained a fatal gunshot wound to the head. The incident occurred in close proximity to his last known address on Cedgate Road, less than two miles away.
