In the Frankford neighborhood of Northeast Baltimore, 27-year-old Devin 'Lil Dev' Rankinli, a Black male, was found shot to death in a car on November 20, 2014. The vehicle was located on the 4600 block of Mannasota Avenue, less than two miles from his last known address on Cedgate Road. An investigation revealed he had sustained a fatal gunshot wound to the head.
At the time of his death, Rankinli was awaiting trial on federal charges for conspiracy to distribute heroin.
Known affectionately as 'Lor Dev' within the city's dirt bike community, Rankinli was a celebrated rider, known for his 'no hands king' wheelies. His passion for dirt bikes earned him a significant following on social media and recognition at events he traveled to participate in. Beyond his life as a dirt bike enthusiast, federal prosecutors alleged he was involved with a heroin distribution group known as the 'Gucci Boys.' He was one of several individuals indicted in May 2014 as part of a significant drug enforcement operation in Northeast and West Baltimore.
Despite the circumstances leading up to his death, his case remains unsolved. As of the most recent reports, no suspects have been publicly identified, and no arrests have been made in connection with the murder of Devin Rankinli. Law enforcement has continued to seek information from the public to bring resolution to the case. He was a father, leaving behind a young daughter.
