Charles E. Carroll Jr., a 25-year-old resident of Annapolis, Maryland, tragically lost his life on the evening of July 28, 2016. Around 9:30 p.m., officers from the Annapolis Police Department responded to reports of shots fired in the 900 block of Royal Street.
