In the early morning hours of a summer Saturday, the quiet streets of Mount Rainier, Maryland, bore witness to a grim discovery. On August 5, 2017, a passerby happened upon the body of a young man lying on the sidewalk in the 3500 block of Rhode Island Avenue. The man, later identified as 25-year-old German Garcia Paredes of Brentwood, had suffered significant trauma to his upper body.
