Ali Ouedraogo, a 38-year-old male, was in the back of the convenience store where he worked, observing his evening prayers on December 14, 2017, in Baltimore, Maryland, when his life was tragically cut short. A bullet pierced through the wall of the store, striking him in the head. He was discovered lying face-down, a victim of a seemingly random act of violence that was part of a larger, terrifying chain of events.
The man responsible for Mr.
Ouedraogo's death was Mausean Carter, who had embarked on a violent shooting spree across the city on December 14th and 15th. Over the course of these two days, Carter shot eight people at random. Another man, Martell Harris, was also killed by Carter at a food market. The rampage of violence and fear culminated in a high-speed chase with police through the streets of Baltimore. During the 50-minute pursuit, Carter fired at both officers and civilians, injuring three more individuals before he was finally apprehended.
In the aftermath, the justice system began the process of holding Mausean Carter accountable for his actions. Although a jury initially had difficulty reaching a verdict on his responsibility for the murders of both Ouedraogo and Harris, Carter was ultimately found guilty of first-degree murder in the death of Martell Harris. He also faced multiple convictions for attempted murder and various handgun charges related to the extensive shooting spree and the police chase that brought it to an end. After pleading not criminally responsible, a jury determined that he was sane and accountable for his crimes. Mausean Carter was sentenced to serve two life terms in prison, in addition to 60 years.
