Jeffrey Mark Coudon, a 61-year-old resident of Havre de Grace, Maryland, was tragically murdered on November 11, 2018. On that day, officers from the Havre de Grace Police Department responded to a report of an individual suffering from a laceration in the 200 block of North Washington Street.
