In the winter of 2018, a welfare check on a quiet street in Beltsville, Maryland, led to a grim discovery. On the morning of December 29th, patrol officers were dispatched to the 11300 block of Evans Trail. Inside a car, they found 38-year-old David Ruen, a resident of nearby Laurel, unresponsive. He had sustained a gunshot wound and was pronounced dead at the scene.
