In the early morning hours of April 7, 2019, the quiet of a Capitol Heights, Maryland street was broken by the sound of gunfire. When Prince George's County police officers arrived at the 5100 block of Fable Street around 12:15 a.m., they discovered a grim scene. Inside a car, they found 24-year-old Trevor Frazier suffering from gunshot wounds. He was pronounced dead at the scene.

Nearby, lying in the roadway, was 26-year-old Raymond Giles, also a victim of the shooting. Giles was rushed ...
