In the Sandtown-Winchester neighborhood of West Baltimore, a life was tragically cut short on November 4, 2019. Jordan Richards, a 26-year-old male, was fatally shot in the afternoon, just before 2 p.m., outside a minimarket. The city's ShotSpotter system registered the sound of at least ten gunshots, a chilling announcement of the violence that had just unfolded.
