In the winter of 2021, a promising young life was senselessly cut short in a parking lot in Columbia, Maryland. Simeon Mbuyu Mukuna, an 18-year-old male, was shot and killed on the evening of February 6th. A senior at Richard Montgomery High School, he was remembered for his magnetic smile and his passion for soccer. On that fateful day, Mukuna was at the Monarch Mills apartment complex, generously helping a friend with car maintenance.
As he walked across the parking lot to get a jacket from his car, a vehicle driven by 23-year-old Shawndel Arnez Weems pulled up beside him.
Without any prior interaction or known connection to Mukuna, Weems opened fire, striking the teenager multiple times. After the shooting, Weems parked his car and went into his nearby apartment. Howard County Police were called to the scene just before 5 p.m. and found Mukuna with fatal gunshot wounds; he was pronounced dead at the scene. The suspect, Weems, initially barricaded himself inside his residence before surrendering to the police without further incident.
An investigation into the tragic event revealed the chilling randomness of the act. Weems later stated to investigators that he shot Mukuna because he felt the teenager was looking at him with malice and thought he might be armed. However, no weapon was found on or near Mukuna, and witnesses did not see him with a gun. The two had never met before the fatal encounter.
Shawndel Weems was arrested and charged with first- and second-degree murder, assault, and firearm offenses. In May 2022, a Howard County jury found Weems, then 24, guilty of second-degree murder and use of a handgun in the commission of a crime of violence. On September 30, 2022, he was sentenced to 50 years in prison. During the sentencing, where members of Mukuna's family spoke of their immeasurable pain, Weems did not offer an apology or express remorse for his actions, which the State's Attorney described as a senseless and utterly unnecessary loss of a young man with a bright future.
