In the late hours of a Wednesday night in March 2021, the sounds of gunfire shattered the quiet of a White Oak, Maryland neighborhood. When police responded to the 1500 block of November Circle at approximately 11:47 p.m., they discovered a scene that would launch a double homicide investigation. Twenty-five-year-old Brian Waters was found outside, suffering from a gunshot wound.
