In the early morning hours of Tuesday, May 24, 2016, a sense of unease settled over a Spartanburg, South Carolina neighborhood. A woman out for a walk near the intersection of Fisher Avenue and Williams Street made a grim discovery that would set in motion a double homicide investigation. Inside a parked car, she found the bodies of two men, both of whom had been shot. The victims were later identified as 24-year-old Jeffrey Jamar Woodruff and 30-year-old Allen Keith Sullivan.
