In the early morning hours of April 3, 2021, the life of 27-year-old Charles Richard 'Charlie' Fulk was tragically cut short in Columbia, South Carolina. A native of Mecklenburg County, North Carolina, the young man was discovered deceased at the Shandon Crossing Apartments located on South Beltline Boulevard.
