In the late afternoon of Friday, September 9, 2022, the life of 30-year-old Vance Lamar Fowler of Elgin, South Carolina, was tragically cut short. Deputies from the Kershaw County Sheriff's Office were dispatched to the Hallmark at Truesdell Apartments in Lugoff around 4:50 p.m. following reports of a shooting. Upon their arrival, they discovered Fowler, who had sustained fatal gunshot wounds and was pronounced dead at the scene.

quickly led authorities to identify a suspect. Trevor Polynice Samuel, a 36-year-old also from Lugoff, was named as the individual responsible for the shooting. While Samuel had fled the apartment complex after the incident, law enforcement was able to apprehend him later that same evening at approximately 11 p.m. He was subsequently arrested and charged with murder in connection with Fowler's death. Samuel was then booked at the Kershaw County Detention Center, where he is currently being held.
In the wake of this violent act, questions have been raised regarding the safety and security measures in place at the apartment complex where the shooting occurred. It has been suggested that potential negligence in security could have been a contributing factor in the tragic event. This has opened the possibility for Fowler's family to pursue legal action against the property owners if it is determined that the security was inadequate.
