In the cold of a January night in Indianapolis in 2007, the life of 19-year-old Jamaal A. Williams was tragically cut short. On January 10th, the young African-American man was discovered in the 2200 block of North Gable Drive, having been fatally shot. His death was officially ruled a homicide, adding to a troubling increase in violence that gripped the city that year and contributed to a growing list of unsolved cases.
