On October 3, 2007, 38-year-old Andre Norris was shot and killed in Indianapolis, Indiana. His death was one of several violent incidents in the area around that time, all occurring within a few blocks of one another on Illinois Street. Police responded to reports of gunfire and found Norris had been fatally shot. Despite efforts to gather information, the investigation faced difficulties due to a lack of cooperation from witnesses, with many reluctant to speak out for fear of retaliation.
