Mark Oberkramer, a 48-year-old resident of Saint Louis, Missouri, tragically lost his life on January 23, 2019. He was found with a gunshot wound to the head between two apartment buildings in the Carondelet neighborhood. The incident occurred around 9 PM, and witnesses reported hearing approximately 15 gunshots.
