Kelvon Phillips, a 19-year-old from Saint Louis, Missouri, tragically lost his life on February 17, 2019. Kelvon was shot and killed in a parking lot near the Budget Inn on Dunn Road in North County. The incident occurred when Kelvon met Ivan Henley, 23, in the parking lot. During their encounter, Henley shot Kelvon in his car.
