Devon Nolan, a 34-year-old resident of Kansas City, Missouri, tragically lost his life on February 28, 2020. The incident occurred outside the Kansas City Police Department's Central Patrol Division. According to reports, Nolan was shot by a woman while he was in a car with three children, aged between 3 and 7 years old.
