Frederick Outley, a 28-year-old resident of Kansas City, Missouri, tragically lost his life on March 1, 2020. The incident occurred near the Xpress Mart convenience store located at 9th and Prospect Avenue. On that day, Kansas City Police officers responded to reports of a shooting at the location. Upon arrival, they found Outley suffering from multiple gunshot wounds in the parking lot. He was immediately transported to Truman Medical Center, where he succumbed to his injuries.
