On a tragic afternoon in Kansas City, Missouri, a dispute outside a convenience store escalated into a fatal shooting, claiming the life of 28-year-old Frederick Outley. The incident, which unfolded on March 1, 2020, in the parking lot of an Xpress Mart near 9th and Prospect Avenue, cut short the life of a man remembered by loved ones. Outley was a male.
According to accounts from that day, Kansas City police were called to the scene shortly before 4:30 p.m.
following reports of a shooting. Upon their arrival, they discovered Outley lying in the parking lot with gunshot wounds. He was rushed to Truman Medical Center, but tragically succumbed to his injuries and was pronounced dead.
Investigators utilized video surveillance from the convenience store which captured the events leading up to the deadly encounter. The footage showed Outley arriving at the store and becoming involved in an altercation. The situation took a grim turn when another man, later identified as 44-year-old Joel A. Roseberry, produced a handgun. The video showed Roseberry shooting Outley multiple times as Outley attempted to flee. Roseberry then reportedly walked toward Outley and fired additional shots. It was noted by authorities that at no point during the altercation did Outley possess a firearm or any other weapon.
In the months that followed, law enforcement worked to bring a suspect to justice. In July 2020, Joel A. Roseberry was arrested in connection with Outley's death, with assistance from federal agents as part of 'Operation LeGend,' a federal crime-fighting initiative. The Jackson County Prosecutor's Office charged Roseberry with Murder in the Second Degree, Armed Criminal Action, and Tampering with Physical Evidence. Prosecutors requested a bond of $200,000. At the time of his arrest, Roseberry was jailed on a $200,000 bond.
