Louis Hernando Reyes, 23, was last seen on November 10, 1989, at the Harlem Valley Psychiatric Center in Wingdale, New York. Louis, who had a mental disability and was receiving voluntary treatment at the facility, disappeared from the center in the early evening. Staff members noticed he was missing around 7:00 p.m., two hours after he had last been seen.
