Standing at 6'4" and weighing 180 pounds, Owens had gray hair, brown eyes, and distinguishing tattoos: "USN" on his right arm and "Katie" along with "OCT 43" on his left arm. He was last known to be wearing a black hat, a hunter green coat, black pants, and black shoes.
