Oscar Elvin Moe, a 78-year-old man from the Keene-Charlson area of North Dakota, disappeared on March 29, 1991. That day, he had driven his wife to the hospital in Watford City and was last seen leaving the facility. However, instead of returning home, it appears he became disoriented.
