Oscar Elvin Moe, a 78-year-old man from the Keene-Charlson area of North Dakota, disappeared on March 29, 1991. That day, he had driven his wife to the hospital in Watford City and was last seen leaving the facility. However, instead of returning home, it appears he became disoriented. There were reports of sightings of Oscar later that day in areas west of Watford City, including Alexander and Dore, where witnesses said he had asked for directions.
