On a cold Valentine's Day in 2017, the life of 39-year-old Jeffrey J. Rumsey took a turn that left his family and friends with years of unanswered questions. In the town of Big Flats, New York, what began as a routine traffic stop escalated into a desperate flight. Jeffrey fled from law enforcement and ran towards the nearby Chemung River.
