Joseph Andrew Phillips, a 54-year-old man from St. Petersburg, Florida, was last seen on March 31, 2018, at Gandy Beach. He had been at the beach with friends but was left alone with his service dog, Trouble, after losing his cell phone. The next day, on April 1, Trouble was found wandering in traffic near the Gandy Bridge, but there was no sign of Phillips.
