He had distinctive tattoos, including flames on his chest and various designs on his arms, such as a seahorse or dragon, and a spiderweb. At the time of his disappearance, Phillips was wearing a black shirt, black vest, and a brown hat. He also had a medical condition that required regular medication, which heightened the urgency of the search.
