On 10/31/1994 @ 1155 hours the decedent entered MacArthur Park lake to retrieve a balloon that a young child had released. The decedent started floundering in the water as he went in deeper. 9-1-1 was called, but by the time authorities had arrived the decedent had gone under the water. He was pulled out a short time later by L.A. County divers.
