On November 10, 2019, the body of Jose Alcides Rodriguez, a 57-year-old Hispanic male, was discovered in the waters off the coast of San Diego, California. It was an ordinary morning when fishermen, going about their usual activities, came across the lifeless body floating approximately two miles from shore.
