On November 29, 2019, the body of Victor Steven Porter, a 62-year-old Caucasian male, was discovered in San Diego, California. Living a transient lifestyle, Victor was a familiar face in the city. On that morning, a fellow transient noticed him lying unresponsive in an alley. Concerned for his well-being, the individual sought help from a nearby police officer.
