On June 20, 2022, a violent domestic dispute occurred in Florissant, Missouri, resulting in the death of 34-year-old African American male Delawrence Foggy Jr. Police officers from the St. Louis County Police Department’s North County Precinct were dispatched to a residence in the 2400 block of Stoney End Court at approximately 7:10 a.m. following reports of a shooting. Upon their arrival, first responders discovered Foggy suffering from a gunshot wound.
Despite emergency efforts, he was pronounced dead at the scene.
Investigators determined that the shooting stemmed from a domestic altercation between Foggy and a woman residing on the same block. The suspect, identified as 40-year-old Zina Neal, was taken into custody shortly after the incident. Detectives from the Bureau of Crimes Against Persons led the inquiry, collecting evidence that implicated Neal in the fatal shooting.
The following day, the St. Louis County Prosecuting Attorney’s Office formally charged Zina Neal with second-degree murder and armed criminal action. A warrant was issued for her arrest, and she was ordered held on a $150,000 cash-only bond, with no option for a ten percent release. Authorities confirmed that the victim and the suspect knew each other and lived in close proximity, classifying the homicide as domestic in nature.
